Brief Job Description:

Perform highly advanced (senior-level) professional supervisory, administrative, and policy analysis work for the Vendor Management and Operations Unit within the Special  Supplemental Nutrition Program for Women, Infants, and Children (WIC). Responsible for supervising the Analytics and Unit Support Branch and establishing goals and objectives, schedules, priorities, and planning, assigning, and supervising the work of others. Responsible for researching, developing, revising, and implementing WIC Vendor policies and procedures, working closely with internal and external stakeholders for the Unit to maintain compliance with State and Federal regulations and policies, and ensuring the Unit's RACI chart and associated policies/procedures remain current and correct. Responsible for submission of WIC Vendor policies to the United States Department of Agriculture (USDA) for approval. Provide training and high-level technical assistance on policy-related issues to staff. Oversee the development and implementation of studies, analyses, surveys, reports, research, projects, and plans. Responsible for responding to legislative inquiries and bill analyses. Work closely with internal staff on vendor outreach activities, including but not limited to vendor communications, webinars, meetings, materials, and agreements/contracts to ensure compliance with policies and procedures. Develop and implement strategic planning actions and policy decisions alongside subject matter experts and evaluate and make recommendations for implementing new business processes and/or functions, or revisions to existing business processes in the Unit. Assist with Unit planning and special projects. Maintain a professional team that honors the values of courtesy, professionalism, and respect. Represent the Unit at various functions, meetings, seminars, and workgroups. Work under minimal supervision with extensive latitude for the use of initiative and independent judgment. Perform other duties as assigned.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

1. Directs and manages the operations and activities of the WIC program's Analytic and Unit Support Branch, including providing effective supervision, guidance, coaching, and development to direct reports while fostering the cultural accountability standards of courtesy, professionalism, and respect. Coordinates team activities and leave schedules. Responsible for the timely delivery of quality work products and services produced by the team. (30%)

2. Responsible for researching, developing, revising, tracking, and implementing WIC Vendor policies and procedures, including the Unit's RACI chart. Maintains a central repository of required documentation, standardizes documentation for consistency, and analyzes policies based on changing business functions and needs.  Works closely with USDA and internal staff. (30%)

3. Leads and oversees tracking, development, and implementation of studies, reports, research, analyses, surveys, projects, and legislation. Conducts bill analyses and cost estimates. Advises management on WIC studies, federal regulation changes, proposed legislation, and other items impacting the Unit. Identifies problems and recommends solutions by defining scope, purpose, objectives, time frames, resource requirements, and priorities. Ensures documents adhere to federal and state regulations, program mission, vision, and goals. Provides policy-related training and technical assistance to staff. (25%)

4. Works closely with internal staff on vendor outreach activities, including but not limited to vendor communications, meetings, materials, and agreements/contracts, ensuring compliance with program policies and regulations. May represent the Unit at events statewide. (5%)

5. Develops and implements strategic planning actions and policy decisions and makes recommendations for the implementation of new business processes and/or functions or changes to business processes. (5%)

6. Performs other duties as assigned, including but not limited to actively participating and serving in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or locations. (5%)

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university with a minimum of a Bachelor's Degree, with major coursework in business administration, public administration, finance, education, communications, or behavioral science; professional management/supervisory/team lead experience above and beyond the required two (2) years may substitute for the degree requirement on a year-for-year basis
  • At least two (2) years of professional management/supervisory/team lead experience
  • At least two (2) years of experience in policy/procedure/rule/regulation development or revision
  • At least one (1) year of experience in responding to legislative inquiries or bill analysis
  • At least one (1) year of experience in report development
