Brief Job Description:
Under the direct supervision of the Director of Federal & State Reporting. The Manager IV of the Specialized Reporting Unit performs highly complex (senior-level) managerial work administering the daily operations and activities of the HHSC Specialized Reporting Unit. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities. Work entails overseeing the preparation of monthly, quarterly and annual financial analyses and reports. Researching, interpreting, and applying state and federal rules and regulations to assist in Agency compliance with established regulations. Develops, implements and monitors internal controls to ensure the integrity of financial reporting. Oversees implementation of reporting resulting from legislation. This position performs special projects and other duties as assigned.
Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
- Performs advanced accounting work related to specialized reporting and managing staff's workload (30%)
- Oversees the preparation of monthly, quarterly, and annual state and federal financial reports which includes researching, interpreting, and applying pertinent state and federal rules and regulations. (20%)
- Perform research on and resolve cost allocation, grant and general ledger accounting financial problems and questions as required. (10%)
- Monitor and reconcile accounting information from CAPPS Fin and external sources to ensure the integrity of the data reported. (10%)
- Serves as liaison or contact person with agency staff, contract staff, state auditors and federal representatives in areas of grant reporting and federal regulations related to various federal titles. (10%)
- Prepare complex financial analyses and utilize various report and query software. (10%)
- Participate on special projects as required or requested and Other Duties as assigned. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities. (10%)
- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

- Knowledge of state government accounting and budget processes and procedures.
- Knowledge of state and federal laws and regulations related to state and federal reporting.
- Skill in reconciling and analyzing financial data.

- Skill in computer software including, but not limited to, Excel, Word, Access, CAPPS Financials, USAS and other state/governmental financial or human resources applications.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
- Graduation from an accredited four-year college or university with a major in accounting, finance, marketing, management, or another business-related field. Each year of experience may substitute for one year of college on a year for year basis up to four years.
- Two years experience in a team lead, supervisory, or managerial role
- Work experience performing complex financial reconciliations is preferred.
- Accounting experience in State Government or Non-Profit organization is preferred.
