Brief Job Description:
The Delivery System Quality & Innovation (DSQI) Unit within the Medicaid and CHIP Services (MCS) Office of Quality and Program Improvement (QPI) seeks a highly qualified candidate to fill the position of Senior Quality Data Analyst (Data Analyst V). The DSQI team develops and implements quality improvement programs, provides technical assistance to stakeholders to increase the adoption of best practices, and evaluates the effectiveness of quality programs and interventions.
The Senior Quality Data Analyst reports to the DSQI Data Strategy Manager, working under limited supervision with extensive latitude for the use of initiative and independent judgement. The Senior Quality Data Analyst will serve as lead on priority data validation work necessary for the State's compliance with certain federal Medicaid managed care and Texas Administrative Code rules. This position will work with HHSC's information technology (IT) team on data accuracy, system improvements, and ongoing maintenance of nursing facility Minimum Data Set (MDS) 3.0 Resident Assessment Instrument (RAI) extracted data and the technical specifications of the Minimum Data Set (MDS) 3.0 Quality Measures (QM) for the nursing facility Quality Incentive Payment Program (QIPP) directed payment program (DPP). The Senior Quality Data Analyst will also integrate and manage MDS 3.0 data throughout QPI to ensure all MDS 3.0 data extractions, QM calculations and reports meet requirements and published specifications. Priority focus will be on managing MDS reports used by the Quality Monitoring Program (QMP) to inform their work in addressing conditions that could be detrimental to the health, safety and welfare of Texas Medicaid nursing facility residents.
The Senior Quality Data Analyst will conduct data collection, management, analysis, and visualization for DSQI's initiatives, support the development of a new Microsoft Dataverse with integrated Power Apps, and create reporting and data collection templates using Microsoft Excel. The Senior Quality Data Analyst will provide guidance to team members responsible for data collection, data analysis and visualization and serve as a subject matter expert on data analyses and findings.
The Senior Quality Data Analyst must have advanced data management and analysis capabilities; proficient in structured query language (SQL) ; strong critical thinking, project management, and communication skills; and expertise in using software tools in the Microsoft Power Platform and Microsoft Excel. The Senior Quality Data Analyst must have a deep understanding of the technical specifications of the MDS 3.0 (QM) and Extract, Transform, and Load (ETL) concepts and associated software. Essential Job Functions (EJFs):
EJF 1 MDS Data Integration and Management (60%)
- Integrate and manage MDS 3.0 data throughout QPI, ensuring that MDS 3.0 data issues are consistently addressed across QPI projects.
- Serve as a liaison with HHSC's IT team on their MDS 3.0 data work.
- Ongoing review of QIPP MDS 3.0 Quality measure calculations for data accuracy, identifying system improvements, and ongoing maintenance updates.
- Ongoing management of MDS 3.0 reports used by QMP for data accuracy.
EJF 2 Non-MDS Data Analysis (20%)
- Conduct data collection, management analysis, and visualization for other non-MDS DSQI's initiatives, including the other DPPs and the Maternal Opioid Misuse (MOM) Model.
- Create reporting and data collection templates using Microsoft Excel.
- Support the development of a new Microsoft Dataverse with integrated Power Apps for quality data monitoring, analysis, and evaluation.
- Query and analyze data using standard statistical tools, methods, and techniques.
- Serve as a subject matter expert on data analysis and findings.
- Make data-driven recommendations for DSQI and QMP's MDS initiatives.
EJF 4 Team Collaboration (10%)
- Mentor and guide DSQI team members who are responsible for data collection, analysis, and visualization, fostering a collaborative and supportive work environment.
- Mentor and guide QMP team members who use MDS reports.
EJF 5 Communications and Stakeholder Engagement (10%)
- Draft written documents ensuring professional quality and appearance, appropriate content, consistency, accuracy, and clarity.
- Draft and provide presentations to agency leadership and external stakeholders.
Knowledge, Skills and Abilities (KSAs):
- Knowledge of MDS 3.0 QM and ETL concepts and associated software.
- Knowledge of data table design and analytic methods.
- Knowledge of health care quality improvement, including health care quality metrics and common data sources used for health care quality performance monitoring and analysis.

Initial Screening Criteria:
Work experience in a field related to health and human services data analysis, quality performance measurement, or research. Graduation from an accredited four-year college or university with major course work in a relevant field such as public health, public administration, public policy, sociology, social work, statistics, or research methods. Experience in the management of a business function, division, or department.
Master's degree with course work in a field relevant to public health, public administration, public policy, sociology, social work, statistics, research methods, or another related field is preferred. Expertise with Microsoft Power Platform and Microsoft Excel preferred.
