Project Manager V Rural Texas Strong Project Manager

Brief Job Description:

The Rural Texas Strong Project Manager reports to the Rural Texas Strong Program Managerin the Provider Finance Department within the Chief Financial Officer Division at the Health and Human Services Commission.

This position will be responsible for the successful initiation, daily oversight, and delivery of initiatives related to the Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS). This role will work closely across the Rural Texas Strong teams within the CFO division, including contracting staff, as well as across divisions with Legal, Procurement, and Information Technology staff.

This position will be responsible for the direction and evaluation of this multi-initiative program, using accepted project management skills. This role will be responsible for developing project plans, monitoring timelines and milestones The position performs highly advanced (senior-level) project management work and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Maintain and develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections. (30%)

Develop project plans, including strategy definition, project forecast allocation, timelines and milestones, and contingency planning. (25%)

Plan and manage efficient project meetings. Oversee the distribution of project information and project status reports. (25%)

Review proposed changes to project parameters and changes to original project plan and budget. (10%)

Establish comprehensive strategies and methodologies for identifying, assessing, reporting, managing, and mitigating risk for initiatives. (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of project management theories and practices applicable to limited-scope projects; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Skill in project management monitoring and in the use of a computer and applicable software.

Skill in the use of computers and applicable software, such as: MS Word, Excel, PowerPoint, Outlook, and Visio; communicating effectively; drafting executive level briefing documents.

Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in public administration, business administration, finance, or another related field.

Three years' experience with project management.

Three years' experience with managing federal grants and programs.

Three years' experience with grant implementation and program monitoring.

Three years' experience with health and human services programs and procurement processes.

Additional Information:

The Provider Finance Department operates on a hybrid telework schedule. Staff are currently required to physically work in the office 2 days per week. The office is headquartered in Austin, Texas.
