Rural Texas Strong IT Business Analyst
Brief Job Description:
The Rural Texas Strong Information Technology (IT) Business Analyst reports to the Rural Texas Strong Program Manager in the Provider Finance Department within the Chief Financial Officer Division at the Health and Human Services Commission. This position will be responsible for the successful initiation, daily oversight, and delivery of initiatives related to the Rural Health Transformation (RHT) Program administered by the Centers for Medicare & Medicaid Services (CMS).
This role will be primarily responsible for information technology related initiatives and work in conjunction with other program and procurement staff. The IT Business Analyst will serve as a liaison between the program area within the agency and stakeholder, subject matter experts, and the information technology department to identify and monitor initiatives related to IT improvements in rural healthcare. This role performs highly complex (senior-level) business analysis work and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation. (30%)
Develops and/or reviews complex system documents to convey program requirements and support efficient system design. (25%)
Monitors the maintenance and enhancement of rural health systems to ensure proper functionality. (20%)
Coordinate with outside vendors and contractors to complete projects and service requests; and define, assign, and evaluate their work. (10%)
Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners. (10%)
Performs related work as assigned. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
Knowledge of healthcare related technologies.
Knowledge of network, system, application and data protection standards, benchmarks, processes, applications, tools, and techniques.
Knowledge of health and human services programs and procurement processes is preferred.
Knowledge of advances in artificial intelligence technology is preferred.
Skilled at recommending, implementing, and delivering security solutions based on analysis and business requirements.
Skill in business analysis methodologies; in analyzing and evaluating complex information technology applications, policies, and issues; and in developing creative and workable solutions to complex problems and issues.
Skill in the use of computers and applicable software, such as: MS Word, Excel, PowerPoint, Outlook, and Visio; communicating effectively; drafting executive level briefing documents.
Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; and to communicate effectively.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in information technology or another related field.
Three years' experience in IT related procurement or contract development and monitoring.
Three years' experience with the basic tenants of enterprise risk management (threat management, vulnerability management, and risk treatment).
