Brief Job Description:
The Program Specialist VI performs highly complex (senior-level) consultative services and technical assistance work for the Abstinence Education Program. This position will assist in the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports; Prepare and review literature, statutes, rules, and/or policies; prepare justifications for the implementation of procedural or policy changes; Develop and provide updates for the policy and procedure manuals; and Participate in the development of competitive procurements. May manage program website, review educational materials and maintain program electronic mailbox. Represents the program and agency through interactions with internal and external agency workgroups and stakeholders. Drafts content for legislative reports, monitoring reports, and other program documents. Carry out general office duties including but not limited to organizing filing systems and developing meeting and training materials. Demonstrates a high level of professionalism at all times. Actively engages in program initiatives and work duties daily. Works under general supervision of management with moderate latitude for the use of initiative and independent judgment. May create and present training materials in a conference setting. Statewide travel to audit classes and review contractor files; Completes site visits and desk reviews to ensure all contractors are meeting all programmatic contract requirements. Become knowledgeable of the abstinence education curricula and become certified by various abstinence education curriculum providers to serve as the subject matter expert.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy.
(10%) Provides technical assistance, training, planning, policy, program assessment, and administrative activities to direct service contracts.
(10%) Collects, tabulates, and reviews biannual reports submitted by direct service contractors and compiles data for submission to various departments.
(10%) Collects, organizes, analyzes, and/or prepares documents in response to requests for program information and reports related to direct service contracts.
(10%) Develops program policies, procedures, standards, and manuals for direct service contractors in accordance with program objectives and goals.
(10%) Conduct training and provide guidance to contractors in the development and integration of new or revised methods and procedures in accordance with program objectives and goals.
(10%) Completes site visits and desk reviews for direct service contracts.
(10%) Analyzes legislation and assists with the development of recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding.
(10%) Develops programmatic content for competitive procurements, renewal applications, special project proposals, scopes of work and contract amendments for direct service contracts, and memorandums of understanding (MOU).
(10%) Reviews, negotiates, and tracks performance measures, and program implementation plans for direct service contracts.
(10%) Performs other duties as assigned.

Initial Screening Criteria:
A minimum of five years' experience working in a healthcare, education, or government setting is required.
Bachelor's degree from an accredited college or university preferred. Preference for a degree in public health, public administration, business, or other related field. Experience and education may be substituted for one another on a year-for-year basis.
Experience conducting performance-related activities preferred.
Experience working with community and professional groups/organizations preferred.
Experience with systems for data collection, analysis, and reporting outcomes preferred.
