Brief Job Description:
The Family Support Services (FSS) Division Operations Support Team Lead performs highly advanced and complex technical, consultative, and professional work that supports the FSS vision and mission by strengthening division‑wide operational effectiveness. This position supports leadership and plays a key role in the planning, coordination, implementation, and monitoring of operational initiatives and projects across FSS programs. This position identifies and prioritizes business needs, ensuring alignment with FSS and agency goals.
The Operations Support Team Lead supports and leads collaborative efforts to ensure accurate and timely operational duty execution, reporting, and communication with internal and external stakeholders. Work includes coordinating cross FSS team projects; supporting administrative and operational functions; and researching, coordinating, and preparing presentations, reports, documentation, and other materials necessary to support successful operations. The position works in partnership with FSS leadership and HHSC partners to support assignment and project scope, timelines, deliverables, and work plans for operational efforts and assignments.
This role supports the execution of a wide range of operational initiatives that are critical to FSS business operation and programming and that require strong collaboration, facilitation, and project management skills. The position may lead and organize internal workgroups. Serves in a lead capacity, providing technical guidance and consultation, but does not have formal supervisory authority. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Supports in planning, implementing, and monitoring operational initiatives and projects that support FSS administrative and operational functions. Coordinates timelines, deliverables, documentation, and reporting to ensure work efforts are completed accurately and on schedule.
Leads day‑to‑day execution and facilitation of assigned operational projects, providing coordination, tracking, and follow‑up across FSS programs and HHSC partners. Identifies risks, issues, and dependencies and elevates concerns and recommendations to leadership as appropriate.
Serves as the operational lead. Coordinates project‑related responses, documentation, and required follow‑up activities.
Prepares operational and project documentation, including presentations, reports, summaries, trackers, and responses to information requests. Collects, organizes, and analyzes data to support leadership decision‑making, project status reporting, and time‑sensitive assignments.
Knowledge, Skills and Abilities (KSAs):
Knowledge of local, state, and federal laws or best practices related to the program area; public administration techniques; training and facilitation techniques; and program management processes and techniques.
Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to facilitate meetings; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate effectively.
Knowledge of management techniques; statistical analysis processes; budget processes; and research techniques.
Ability to manage multiple competing operational demands and deadlines.
Ability to communicate effectively with leadership, staff, and internal and external partners.

Initial Screening Criteria:
Graduation from an accredited four‑year college or university or at least four (4) years of work experience with a state agency or comparable organization required; work experience may substitute for education on a year‑to‑year basis. Experience in operations support, program administration, human resources coordination, or closely related work preferred.Additional Information:
This position offers a hybrid schedule of remote (telework) and in-office work and will have the opportunity to telework as HHSC telework policy allows. The selected candidate for this position will be required to work in our Austin office and attend in-person meetings in an Austin office when not teleworking to fulfill essential job functions. Any costs associated with working at the office or attending in-person meetings or required work events in Austin or within a 50-mile radius of Austin will not be qualified travel expenses reimbursed by the State.
