Manager II – Starting Market Rate Salary $89,692.80

 

The Texas Health and Human Services Commission (HHSC) Licensing and Credentialing Unit seeks a highly qualified candidate to fill the position of Manager II for the Nurse Aide Registry (NAR) and Medication Aide program (MA).

 

This position reports to the Credentialing Manager and works with considerable latitude for the use of initiative and independent judgment. Performs moderately complex managerial work, coordinating and overseeing the daily operations and activities of the Nurse Aide Registry and Medication Aide Program.  Responsible for the daily operations of both units. These units provide assistance and support to nurse aides/medication aides with application processing, maintaining accurate records, demographic updates, data entry, and general inquiries.

 

Oversees the development and implementation of goals, objectives, policies, and procedures to support the successful business operations of the Long-term Care Regulation Section. Develops schedules, priorities, and standards for achieving established goals. Supervises staff to ensure the achievement of program goals and objectives. Responsible for assuring that HHSC complies with applicable state and federal rules and statutes.

 

Essential Job Functions (EJFs):

Manages the Regulatory Services Nurse Aide Registry and Medication Aide Program.  Provides overall vision, leadership, and strategic direction to the unit, including overseeing the development and implementation of goals, objectives, policies, and procedures. (20%)

Ensures staff assigned to the unit have adequate training and equipment to perform job responsibilities in an acceptable manner.  (10%)

Delegates tasks to personnel assigned to the unit. Plans and conducts regular team meetings to ensure adherence to protocols, policies and procedures. Shares information with staff as appropriate. (10%)

Effectively selects, supervises and develops staff through review of performance data, conferences, training and performance appraisals. (5%)

Serves as a subject matter expert on Regulatory Services' Nurse Aide and Medication Aide Program regarding rules and curriculum. (10%)

Also develops good working relationships with internal and external stakeholders and provides technical assistance as needed. Analyzes and interprets proposed state and federal legislation and determines impact on program.  (10%)

Develops, implements and monitors adherence to standards, policies, procedures and guidelines to accomplish essential functions and objectives and ensure compliance with federal/state laws, rules and regulations related to nurse aide training and certification. (10%)

Performs quality assurance of applications and provides guidance to staff. Identifies backlogs and monitors processes and systems for effectiveness, efficiency and conformance to established guidelines. (10%)

Including highly complex technical assistance and consultation regarding program requirements and resolves customer concerns. (5%)

Completes other duties as assigned within time frames and minimum standards established by supervisor at the time of the assignments. Obtains supervisor clarification and assistance as needed to complete task. (10%)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of state and federal laws and regulations related to Long-term Care Nurse Aide and Medication Aide programs, preferred.

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Experience in managing or as a program lead.

Experience in licensing programs preferred.

Experience in reviewing complex, detailed, and confidential documents. 

Experience with program rule writing and policy interpretations. 

Experience working with Stakeholders.   

Experience using and maintaining database systems.  

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.  Experience and education may be substituted for one another on a year-by-year basis.

 

Additional Information:

Must be able to work 8:00am to 5:00pm.
