Brief Job Description:
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Medicaid Contract Finance Unit. Work involves financial management and oversight of all Medicaid Management Information System (MMIS) and Medicaid Enterprise System (MES) contracts and contractors; monitors contract costs for compliance with Federal and State regulations; tracks all aspects of the Medicaid Contract Finance Budget and regularly reports to HHSC Executive Leadership; represents Medicaid Contract Finance as the finance expert in agency and contractor meetings; participates in MMIS/MES contract procurements and negotiations. Plans, assigns, and supervises the work of four Senior Financial Analysts. Works under limited supervision of the Director of Contract Compliance, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
(30%) Responsible for the financial management and oversight of the Medicaid Management Information System (MMIS) Claims Administrator, Business Operations, Electronic Visit Verification, and Application Maintenance and Development contracts for the state of Texas. Direct the Medicaid Contract Finance Unit that includes the duties of performing financial analysis on Change Order Requests (CORs) and Amendments related to MMIS/MES contracts, review of Administrative Fees, Invoicing, and Budgets, and financial analysis support and special projects.
(20%) Direct supervisor of four senior financial analysts for timesheet approvals, leave request approvals, workloads, schedules, and project assignments.
(15%) Monitor all contract costs for compliance with Federal, State, and HHSC regulations, approved Federal Financial Participation (FFP) Rate parameters, and contracted costs.
(10%) Prepare, maintain, and provide regular status reports on Medicaid contracts through the entire contract period, including cost projections by state and federal fiscal years.
(10%) Consult agency executives on financial matters including federally required reports and Requests for Information.
(5%) Represent the Medicaid Financial Division as the financial expert on internal governance and external steering committees.
(5%) Participate in preparation of the Request for Proposals (RFP), review and scoring of RFP submissions, vendor selection, and contract negotiations.
(5%) Assist in the preparation of Advanced Planning Documents (APDs) for submission to the Centers for Medicare and Medicaid Services (CMS) required for FFP.

Knowledge of state and federal laws and regulations related to financial management of Medicaid contracts.
Knowledge of cost principles governing allowability of costs.
Knowledge of request for proposals process for public health programs.
Knowledge of state guidelines and best practices for contracting Medicaid services.
Knowledge of State budget process, including Legislative Appropriations Requests and Exceptional Item Requests.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) is preferred.
Initial Screening Criteria:
Five years' experience in the management and/or direction of a program related to Medicaid, commercial managed care or other public sector health care enterprise. Graduation from an accredited four-year college or university with major coursework in finance or accounting is preferred. Experience and education may be substituted for one another.
