Brief Job Description:
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Systems Analyst III position within the Medicaid and CHIP Services - Program and Enrollment Support – Product Management department. The Systems Analyst III performs and supports enrollment related Texas Integrated Eligibility Redesign System (TIERS) project activities by Medicaid and CHIP Services (MCS) business areas. This position performs highly advanced work overseeing the daily operations and activities with all MCS requested TIERS business updates or requested enhancements using the agile process. This position performs project administration tasks for multiple projects. The position provides advanced consultative services and technical assistance to program staff, governmental agencies, and vendor staff to assist in accomplishing agency goals. The Systems Analyst III should possess an extensive knowledge of TIERS, and ideally managed care policies and processes. The Systems Analyst III is responsible for analyzing managed care data including Medicaid/CHIP eligibility, premium payments, and encounter data to resolve issues. The Systems Analyst III should possess the ability to identify problems and develop and communicate recommended options and solutions to operational issues. This position requires formulating responses to requests from both internal and external stakeholders. This position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position is a hybrid-telework position and is housed in Austin.
Essential Job Functions (EJFs):
Works collaboratively with internal and external partners to identify innovative and effective solutions for our clients and staff. (25%)
Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program by analyzing project concepts and giving updates to management and peers on the status of projects. (25%)
Coordinates, leads, and facilitates project meetings with project stakeholders. This function requires leading meetings with vendor staff to review new processes or the need for corrective processes. (25%)
Evaluates activities including the development of performance reporting to internal and external audiences. (10%)
Prepares administrative reports, studies, and specialized research projects. This function requires compiling written records and escalating through contractually required means of communication. (10%)
Performs additional duties as assigned. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of Medicaid and CHIP eligibility programs and policy; Medicaid and CHIP managed care programs and policy; TIERS and how it pertains to managed care functions; local, state, and federal laws and regulations relevant to eligibility determinations for Texas Health and Human Services Commission (HHSC) programs, and project management tools and techniques, program planning, and implementation.
Skill in communicating effectively both verbally and in writing; establishing and maintaining effective working relationships with all levels of staff, customers, and vendors; the analysis of data and preparing reports, and the use of office equipment and software, such as Microsoft Office applications Excel, Word, etc.
Ability to perform inquiry in TIERS to identify potential processing or systems issues; manage multiple tasks requiring the flexibility in work prioritization to meet demanding deadlines; gather, assemble, correlate, and analyze facts to devise solutions to problems, develop alternative solutions, to prepare concise reports, and to develop and evaluate policies and procedures.
Registrations, Licensure Requirements or Certifications:
The selected candidate should obtain the Certified Scrum Product Owner certification within 12 months of hire.
Initial Screening Criteria:
Minimum of three years of program experience with Texas Medicaid and CHIP is required.
TIERS eligibility system experience, including State Portal, Task List Manager (TLM), YourTexasBenefits.com, Document Center, and DataMart is preferred.
Experience with managed care programs is preferred.
Experience in business management or operations is preferred.
