Brief Job Description:
Performs highly advanced and supervisory (senior-level) work related to System and Operatives Support (SOS) team in Decision Support Services (DSS). Works under the general direction of the SOS Director with extensive latitude for the use of initiative and independent judgment to establish the team's goals and objectives in conjunction with developing guidelines, procedures and standards to ensure an effective, efficient and accountable system for the SOS team. Work involves overseeing and setting priorities for the SOS team members related to Behavioral Health system enhancements and legislative mandates and inquiries. Responsible for inquiries from the internal and external stakeholders and must use judgment in the level and degree of information disseminated, while maintaining the confidentiality of individual providers or other units. Assures efficient use of resources; facilitates continuous program and process improvement to improve the effectiveness of services and to reduce costs; directs the development and implementation of legislative initiatives and appropriations requests and establishes and evaluates program operation and service delivery benchmarks. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Assignments and percentages of time spent will ultimately depend on organizational need and selected candidate's abilities.
EFJ1. Manager will manage SOT staff members day-to-day activities to ensure timely completion of assignments. Plan, assign, and set priorities with work assignments and legislative driven efforts. The Manager will ensure development of data reports and dashboards in timely manner. Ensure policy and procedures are adhered by staff, in addition to peer review and quality of work product. To establish team's goals and objectives in conjunction with developing guidelines, procedures and standards to ensure an effective, efficient and accountable system for the Strategy Operation team. Serves as subject matter expert for developing and integrating new methods and procedures in the system. This team will focus on IT Projects Executive Steering Committee, IDD IT Project Oversight, Initiation of IT projects, Dashboard, Portal, and the IDD Support. Ensure use of the correct tools, data warehouses and systems to assist program staff and senior leadership of the IDD and Dashboards. Provide oversight for analytical and data-driven decision-making support for key projects. Develop new insights and analyses that inform decisions and help us continue to improve our business processes. Provide reporting and performance monitoring to different stakeholders using data drawn from diverse sources. 35%
EJF 2. Reviews results of trend analyses, productivity studies, financial reports, forecasts, and modeling exercises to provide direction, guidance, and consultation to advise BHS program areas consistent with the programs' evidence base. This includes identifying problems and effective solutions modeled on best practices and evidence-based approaches. 15%
EJF3. Provides expert level leadership, manage and directs the multiple highly-complex federal grant requirements including developing and establishing goals and objectives consistent with the agency strategic plan, and identifying needs for implementing BHS statewide service delivery. This includes identifying performance trends and developing quality data management solutions. This also includes preparing executive-level analysis, reports, and presentations. 20%
EJF4. Assesses and analyzes business needs by taking feedback from stakeholders and soliciting feedback from the program staff ensuring information is appropriate for both internal and external customers which may include research, data collection, and analysis of State and Federal laws, rules, regulations, clinical data, and HHSC policies and procedures. Makes recommendations to internal stakeholders, program staff and upper management including the director, regarding data related improvements, and delivery modes by producing decision making reports. Train staff and other members of the team how to properly organize findings and read data collected through multiple sources. Generate and review documentation for all database changes or refinements. 20%
EJF5. Performs other duties as assigned and on a timely basis. Other duties as assigned include, but are not limited to, actively participating and serving in a supporting role to meet the agency's obligations. Acting as a representative at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.10%

Initial Selection Criteria:
Graduation from an accredited four-year college or university in a related field. Examples include, but are not limited to IT, behavioral/mental health, and business operations. Related experience, examples include, but are not limited to business analysis, operations management, performance improvement, and program management, may be substituted for the required education on a year-for-year basis.
Two (2) or more years experience as a Manager for large scale IT data warehouse, data analytics, or performance management projects.
