Job Description:
As a member of the Health and Human Services (HHSC) Behavioral Health Services (BHS) Office of Decision Support Services (DSS) perform highly advanced professional, administrative, and overseeing the organization processes and policy analysis work. Lead, oversee and implement the organizational process studies, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management and staff in operating more efficiently and effectively. Facilitate the large-scale workgroup and sessions with the representatives across BHS. Highly-skilled in the development of complex business requirements and technical documentation. May plan, assign and supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Funtions:
Participates and provides oversight for the HHSC Behavior Health Service (BHS) initiatives and project activities to plan, develop, maintain, and update system and processes. Develop new or modify the existing administrative program policies, procedures, goals, and objectives as necessary. Advise management on the agency and BHS-DSS studies by identifying priorities and defining study scope, charter, a project plan with time frames, and resource requirements. Interpret historical BHS, current, and projected data to identify the problems, root cause, and areas of improvements for the procedural or system changes. Review and evaluate new or improved business and management practices for application to agency programs or operations. Create a business case for the proposed processor technology-based changes, to include developing Return on Investment and Cost-Benefit Analysis documentation for BHS-DSS. Support the software development for applicable systems impacted by business process changes. Develops and manages projects and initiatives, setting goals and objectives and providing work products; facilitates and participates in cross-program and multi-agency workgroups; consults with programs to resolve problems, identify training needs, and discuss program effectiveness; collects, organizes, analyzes, and prepares materials including templates, reports, work plans, and communication strategies in response to requests from executive/senior staff. Develop solutions to the organization issues and concerns, develops organizational change strategies and plans, and conducts training for the implementation. Communicates information, orally and in writing, alone or with others, related to job responsibilities, HHSC, and DSS that are professional, logical, and concise. Designs evaluate, recommends, and approves changes to applications and reports. Reviews comprehensive technical records and reports that present and interpret data to identify alternatives and develops and justifies recommendations. EFJ2. 25%
Perform advance end-to-end analysis on findings and operational challenges to document the existing processes and offer recommendations and improvements. Participate and provide the oversight of process improvements. Oversees the analysis of program policies and procedures to determine their effect on automated systems and system functional areas. Review, analyze, and revise the policies and procedures; statutes, rules, and other documentation, and recommends corrective action(s) as needed; determine trends, and coordinates the resolution of identified issues. Develop solutions to highly complex issues and concerns, develops implementation plans, and helps coordinate and support implementation. Coordinates performance management-related change, and issue management. Analyzes synthesize and visualize complex material at a high volume into visually compelling quality, written reports, analyses, communications, presentations, summaries, specialized reports, updates, and other documents as needed or assigned. Knowledge, Skills, and Abilities
Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures of methods and procedures analysis techniques.
Skill in process mapping and application of business process improvement methodologies.
Knowledge of trend analysis concepts and methods.
Knowledge of change management is preferred.
Ability to evaluate problems; to develop alternative solutions.
Ability to oversee studies; to design programs or training; to implement policies and procedures.
Ability to communicate technical information to business/program areas so that effective solutions are identified.

Initial Screening Criteria
Graduation from an accredited four-year college or university with major coursework in business administration, business management, or a related field is generally preferred. Experience and education may be substituted for the required education on a year-for-year basis. Experience includes process analysis, management, organizational development work or behavioral health.
