The Information Technology Audit Coordination Manager reports to the Director of Strategic Initiatives within IT Operational Support.
The IT Audit Coordination Manager coordinates the daily operations of the IT Audit Coordination team to meet the overall goals and standards established by the Director of Strategic Initiatives. The Manager coordinates and tracks all open audits and audit finding corrective action plans with impacts to the Office of Information Technology. The Manager communicates with auditors (internal and external) to facilitate management responses addressing audit findings, concerns or observations, provide status updates, and confirm closures of action plans. The Manager works with auditors as a liaison before, during and after scheduled active field work activities and maintains records of audit support, including audit finding documentation, evidence, approvals and due dates on audit action items.
The Manager is responsible for monitoring communications to and from various audit organizations, including but not limited to the Texas State Auditor's Office (SAO), HHS Internal Audit Department, the Office of the Inspector General, and federal partners for information regarding upcoming or ongoing audits for HHS system agencies and coordinates the HHS IT representation at audit kickoff, in-progress, and closeout meetings for assigned HHS system audits.
The Manager is responsible for planning the unique requirements of individual audit efforts by analyzing audit instructions and requirements for the development of effective methods to address the requirements through the use of information technology tools and processes. The Manager analyzes these approaches to effect continuous improvement of the audit monitoring and response efforts of HHS IT.
The position is expected to exercise independent judgement and make accurate recommendations to management regarding all IT Audit Coordination assignments and operations.
Essential Job Functions (EJFs):
Provides guidance, coordination and tracking for upcoming and ongoing audits that involve HHS IT.
Reviews incoming assignments and assigns work to team members.
Leads and coordinates training for new team members.
Participates in and provides reports for management on all applicable scheduled audit meetings, including entrance conference, status meetings and exit conferences.
Coordinates and tracks the development of management responses ensuring they are submitted on time. Collects and saves evidence on items submitted for closure.
Provides excellent customer service and ensures internal and external customer audit requirements are met.
Demonstrates a strong knowledge and understanding of the HHS organization, business areas, and cross-divisional and dependencies.
Builds deep working relationships with appropriate contacts internal and external to HHS. Works with auditors (internal and external) to facilitate management responses to address finding concerns or observations, provide periodic statuses, and closure of action plans.
Drafts and distributes audit reports that provide a clear description of issues identified, statuses of management plans to resolve the issues, implementation constraints and delinquencies, and measurements of success. Works with IT management and personnel to ensure corrective actions are defined, adequately address a finding, and are implemented on schedule.
Maintains records of audit support, including audit finding documentation, evidence, approvals and due dates on audit action items.
Provides accurate and complete tracking reports for published audits and audit coordination activities.
Coordinates monthly status reports for all open audit action plans and findings. Oversees timely and accurate entry into all audit tracking systems by team members. Works to ensure requests are submitted on time, escalating potential missed deadlines to management as they occur.
Maintains accurate records within Internal Audit's documentation tracking system. Coordinates with the Audit Coordination team for regular status updates with designated points of contact for corrective action throughout the HHS system to ensure that all IT findings are satisfactorily resolved and are appropriately noted in the audit system of record.
Lead and oversee all Audit Coordination team status reports.
Compile and present all executive audit reports.

Knowledge, Skills and Abilities (KSAs):
- Knowledge of Information Technology (IT) requirements and issues, and ongoing HHS IT efforts.
- Advanced knowledge of standard audit processes and terms.
- Skill in analysis and evaluation of complex program and policy issues.
- Skill in performing research.
- Skill in researching and evaluating complicated and technical information for translation into easily understandable and concise documents and oral presentations for agency leadership and the public.
- Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.
- Skill in managing tasks assigned to others.
- Skill in communicating effectively both orally and in writing.
- Skill in editing and reviewing written communications prepared by others.
- Advanced skill in using Microsoft Office tools. i.e. Word, Excel, PowerPoint, Visio intermediate level).
- Ability to prioritize time and work on multiple projects with multiple deadlines.
- Ability to work well with program staff, agency support staff, and auditors.
Registrations, Licensure Requirements or Certifications:
N/A
Initial Screening Criteria:Bachelor's Degree from an accredited college or university required.
Minimum 2 years' experience working with large-scale IT projects or audits at a large organization or state agency involving a great amount of detail.
2 years' experience drafting, editing and presenting detailed status reports on projects or audits to executive audiences. Prior audit experience and Texas state agency experience strongly preferred.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
