Manager IV

The Manager IV is responsible for program oversight and administration of the delivery of behavioral health services for children and families with complex behavioral health needs. The Manager IV performs highly complex (senior-level) managerial work administering the daily operations and activities of the Children's Mental Health Inter-agency team. This position is responsible for establishing goals and objectives of effective continuity of care and service delivery; facilitating complex case staffing with internal and external stakeholders and child-serving agencies; following the inter-agency escalation process; and presenting policy and program recommendations to agency leadership.
This position will provide operational leadership to ensure that all stakeholders respond to action items as outlined in program policies and procedures. This position will develop guidelines, procedures, and policies to ensure effective continuity of care activities for children and families in local Texas communities; and develop agency correspondence, briefing documents, and Texas Administrative Code (TAC) to improve access to behavioral health services.
The Manager IV will lead technical assistance opportunities and, in the absence of team members, facilitate technical assistance to internal and external stakeholders.
Under the leadership of the Manager IV, the inter-agency team will develop external facing documents to increase access to behavioral health services.
This position will be responsible for cross-coordination with the Children's Mental Health team and raise any identified gaps and trends to the Adult and Children's Mental Health Director. The Manager IV will identify areas of needed change and make recommendations to improve program operations. In addition, this position will be responsible for complex analysis of trends, state priorities and developing further recommendations to improve program implementation and oversight.
This position will ensure effective communication and coordination with state agencies, including the Department of Family and Protective Services, Texas Juvenile Justice Department, Texas Education Agency, and other state agencies and external stakeholders. This position will evaluate budget requests, monitor program expenditures, and supervise the work of others. This position will work under limited supervision and will need to demonstrate ability to take initiative and use critical thinking and independent judgment.
This position will review and approve documents and reports developed by the Children's Mental Health Interagency team and monitor compliance with internal policies and procedures, contracts, statute, and TAC. This position will also take leadership in developing statutory initiatives, legislative analyses, and TAC that improve access to behavioral health services for children and families. This position may oversee changes from legislative implementation.
This position is responsible for facilitating Information Technology changes to state data systems. This position is responsible for contract monitoring across the Children's Mental Health Inter-agency programs and ensuring that the program specialists within the team receive ongoing training around contract development and implementation. The Manager IV is responsible for documentation of all technical assistance efforts and ensuring program specialists and staff within the Children's Mental Health team meet agency requirements.
The manager is responsible for coordinating technical assistance regarding TAC Rules, contract requirements, and other statutory requirements and ensuring that providers receive technical assistance regarding requirements. The manager will oversee data collection analysis and coordinate with relevant state agencies and internal and external stakeholders. This position is responsible for ensuring that program specialists are monitoring, providing technical assistance, and informing policy regarding performance measures.
This position is also responsible for other duties as assigned.
