Brief Job Description

The IDD Money Follows the Person (MFP) Unit is designed to help people with intellectual and developmental disabilities (IDD) divert or move from institutional settings back into their communities by removing barriers and assisting with continuity of care efforts so that they may live and thrive in the community setting of their choice. The IDD MFP Program Oversight Specialist (Program Specialist VI) performs highly advanced (senior-level) consultation and technical assistance and conducts oversight related to Enhanced Community Coordination (ECC) and Transition Support Team (TST) programs and other IDD MFP programs and initiatives. They support program leads in case staffings requested by LIDDA, HHSC, or other state agency staff. They assist in continuity of care initiatives with Medicaid, Regulatory, State Supported Living Centers (SSLCs), and State Hospitals. This position works closely with LIDDAs and serves on workgroups with both internal and external stakeholders. They perform a variety of administrative activities for the IDD MFP Unit and assist with quality assurance of program implementation. They work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
Provides oversight by monitoring, reviewing, and evaluating compliance with grant requirements, applicable statutes and rules, program policies and procedures, and performance measures. Develops recommendations for corrective actions as needed. Provides highly advanced (senior-level) consultation and technical assistance to LIDDAs and internal and external stakeholders regarding SSLC transition monitoring, ECC, and TST processes, service delivery, contractor forms, and expenditures. Supports program leads in case staffings. Collects, organizes, analyzes, and prepares materials in response to requests for information related to IDD MFP for reports. (40%)

Leads or assists in the development of projects as a subject matter expert for IDD MFP, to include tracking, implementing, and ongoing management of the project. Leads or assists with the development and refinement of user guides, information letters, forms, form instructions, handbooks, training materials, program policies and procedures, and internal and external communications. Develops and conducts presentations or trainings and presents information on webinars and in-person to various audiences. Leads or participates in assigned internal and external cross-functional workgroups. (30%)

Processes inquiries, complaints, commissioner assignments, and legislative assignments. This includes researching various electronic systems, working with LIDDAs on the complaint or inquiry to ensure resolution; writing informal and formal responses to individuals, families, stakeholders, legislative officials, and executive leadership while citing appropriate policies and procedures; and documenting in the tracking system for inquiries and complaints. May conduct legislative analysis to identify programmatic issues or concerns during years when the Texas Legislature is in session, and assists with assigned implementation plans for passed legislation. (15%)

Completes ad hoc assignments and projects. Performs other duties as assigned. (15%)

Knowledge, Skills, and Abilities (KSAs)
Knowledge of LIDDA services as well as programs that serve persons with IDD.

Knowledge of LIDDA roles and responsibilities, related state and federal laws, regulations, policies, rules, and requirements.

Knowledge of the Texas Money Follows the Person (MFP) Demonstration.

Knowledge of Home and Community-based Services transitions and diversions to the community.

Skill and ability to provide technical assistance on MFP program requirements, policies, and processes.

Skill and ability in organizing, planning, performing multiple competing tasks, and time management.

Skill and ability in communicating effectively, both orally and in writing.

Registrations, Licensure Requirements, or Certifications
QIDP certification is preferred but not required.

Initial Screening Criteria
Graduation from an accredited four-year college or university with major course work in a human services field is required. Relevant experience may be substituted for education on a year-for-year basis. At least 2 years of experience in the IDD services field is required.

Preferred qualifications include a background in providing technical assistance, service coordination, and handling complex data sets. Professional experience with LIDDAs, Health and Human Services programs, Medicaid waivers, or other grant-funded or policy focused initiatives, projects, or programs is preferred.
