The Health and Human Services Commission (HHSC) is dedicated to building an atmosphere where employees feel valued and supported while providing specialized care for Texans in need. HHSC is comprised of nine psychiatric hospitals, one youth residential treatment facility, and thirteen state supported living centers. The psychiatric hospitals are a hub of excellence for forensic mental health and complex psychiatric care, with all facilities accredited by The Joint Commission. Conducts journey-level (moderately complex) supervisory tasks overseeing the routine functions and tasks of the hospital's access and security technology function. Duties include setting outcomes and goals; creating rules, methods, and protocols; formulating timelines, emphases, and criteria for meeting set targets; organizing and assessing operational tasks; preparing and reviewing funding proposals; and tracking financial outlays. Manages the operation, maintenance, and coordination of critical hospital systems, including video/audio surveillance, electronic card access, public address (PA), cable television, and patient/guest WiFi services. Collaborates with the Information Management (IM) department to provide tier 1 support for the hospital's Voice over Internet Protocol (VoIP) telephone system. Serves as the facility administrator for related software and hardware, ensuring functionality, security, and compliance with agency standards. Supervises the work of others. Operates with overall oversight, with limited discretion in applying originality and autonomous decision-making. Will examine and endorse papers and summaries created by subordinates to guarantee expert standards and presentation, suitable material, uniformity, and responsiveness; and devise and formulate a financial plan for the unit.  

 

Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. 

 

Essential Job Functions (EJFs): 

 

1. Manages day-to-day activities within the access and security technology function, including supervising hospital locksmiths, assigning tasks, creating schedules, monitoring work quality, and conducting performance evaluations. Manages staff development plans and activities. Ensures compliance with hospital security protocols and addresses personnel issues per agency policies. 30% 

 

2. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities for hospital video surveillance systems. Oversees user access to system software and hardware, granting access to approved users. Conducts regular audits of system users to ensure compliance with agency guidelines and data security standards. Conducts investigations with the systems, extracting recorded material for release to requestors in accordance with agency procedures. Monitors system performance and resolves concerns about performance from approved users. Responds promptly and professionally to inquiries from hospital staff regarding system functionality. Documents these inquiries and resolutions accurately to support operational accountability. 20% 

 

3. Develops and implements techniques for evaluating access and security technology activities, including electronic access control systems. Grants building access levels in coordination with department and hospital leadership standards. Conducts regular audits of the system to ensure access is appropriate and justified. At the direction of hospital leadership, conducts investigations with the system to identify user building access history. Monitors system performance and resolves concerns about issues with access level or system function. Responds promptly and professionally to inquiries from hospital staff regarding system functionality. Documents inquiries and resolutions accurately to support operational accountability. 20% 

 

4.  Provides input in the development of new policies and procedures, and monitors compliance with policies and procedures for additional systems such as network-based public address (PA) systems, hospital cable television networks, and patient/guest WiFi systems. Oversees user access to system(s) software and hardware, granting access to approved users. Monitors system(s) performance and resolves concerns about issues with system(s) function. 10% 

 

5. Identifies areas of needed change and makes recommendations to improve operations, including utilizing the hospital's CAFM system for trouble ticket reporting for access control and doors, ensuring data accuracy for safety, compliance, and operational needs. Prepares and reviews funding proposals and tracking financial outlays. Examine and endorse papers and summaries created by subordinates to guarantee expert standards and presentation, suitable material, uniformity, and responsiveness; and devise and formulate a financial plan for the unit. 5% 

 

6. Provides technical expertise and guidance regarding questions related to the access and security technology function, including acting as the coordinator with external vendors and service providers who provide maintenance, upgrades, and troubleshooting for all assigned systems. Ensures that all work by these vendors is done safely and in coordination with clinical teams. Evaluates vendor performance and ensures contract requirements are met through regular assessments and feedback. Negotiates service contracts, tracks vendor performance, and maintains accurate records of all interactions and agreements. 5% 

 

7. In collaboration with the Information Management (IM) department, provides tier 1 customer support for the hospital's Voice over Internet Protocol (VoIP) telephone system. 5% 

 

8. Knowledge, Skills, and Abilities (KSAs): 

• Knowledge of local, state, and federal laws and regulations relevant to access and security technology functions; and the principles and practices of public administration and management. 

• Knowledge of electronic security and communication systems, including video surveillance, access control, public address, VoIP systems, cable television networks, WiFi systems, and locksmithing practices and standards. 

• Knowledge of supervisory principles, including staff scheduling, performance evaluation, conflict resolution, and fostering a collaborative team environment. 

• Knowledge of HIPAA regulations, hospital privacy policies, and data security standards governing electronic systems, access control, and patient information. 

• Knowledge of project management principles to oversee system upgrades, vendor contracts, and integration of security and communication systems with hospital operations. 

 

• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software. 

• Skill in navigating inpatient psychiatric units, engaging with individuals receiving mental health services, and collaborating with healthcare professionals in a sensitive clinical environment. 

• Skill in operating and troubleshooting technical systems, including video surveillance, access control, public address, VoIP, and related hardware, with the ability to interpret technical manuals and coordinate vendor support. 

• Skill in supervising staff, delegating tasks effectively, and promoting accountability and teamwork among locksmiths and backup personnel. 

• Skill in vendor coordination, including negotiating contracts, evaluating performance, and ensuring compliance with service agreements for systems like video surveillance, access control, and VoIP. 

• Proficiency in Microsoft Office applications (e.g., Excel, Word, Outlook) for developing tracking systems, generating reports, and documenting system performance and locksmith activities. 

 

• Ability to manage access and security technology function activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others. 

• Ability to troubleshoot complex technical issues in video surveillance, access control, public address, VoIP, WiFi, and cable television systems, coordinating with vendors to resolve problems efficiently. 

• Ability to design and maintain tracking systems for system performance, maintenance schedules, vendor contracts, and locksmith tasks, ensuring data accuracy and accessibility for hospital stakeholders. 

• Ability to build and sustain effective working relationships with vendors, hospital departments (e.g., Security, Maintenance, IM), supervisors, and staff, fostering collaboration and operational efficiency. 

• Ability to communicate clearly, provide precise instructions, and train staff on system operations and locksmith procedures, ensuring operational continuity. 

• Ability to adapt to changing priorities, shift patterns, or emergency situations (e.g., disaster response, COOP activation), maintaining composure and effectiveness in high-pressure environments. 

 

Licensure Requirements, or Certifications: 

 

No licensure or certifications required.  

 

Initial Screening Criteria: 

 

Experience in a technical or administrative support role, preferably involving video surveillance, electronic card access, PA systems, security technology, or locksmithing within a healthcare environment. 

 

Preferred: Experience and skill with working in security systems (e.g., closed-circuit television, access control) within an inpatient psychiatric hospital.

 

Additional Information: 

 

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide, and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). All these diseases are vaccine-preventable. Vaccines may be provided. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals.
