Job Description:
Procurement and Contracting Services if looking for a Grants-Contract Specialist V.
The Grants Specialist performs advanced (senior-level) grants solicitation planning and development activities. Work involves planning, organizing, coordinating, and preparing grants solicitations and requirements for entering an award with a sub recipient for the purposes of carrying out the objectives of a grant program. This position reports directly to the Director of Grants.
The ideal candidate has knowledge of federal and state grant requirements associated with grant solicitations and awards.
Essential Job Functions:
Develops, revises, and/or implements grant solicitation documents and timelines ensuring compliance throughout the grant or procurement cycle. (30%)
Coordinates grant solicitation activities with program staff. Ensures grant requirements are identified and incorporated into the solicitation. Ensures grant solicitation activities are conducted in a timely, efficient, and ethical manner and in accordance with state and federal laws, including Uniform Grant Management Standards, Uniform Grant Guidance (2 CFR Part 200), grant program specific requirements, and HHSC policies and procedures. (25%)
Develops and ensures that timelines are reasonable to support the agency's strategic priorities. Revises timelines as necessary during solicitation development and communicates any changes to management and program staff. Maintains tracking reports designed to ensure grant solicitations are processed timely. Ensures management has visibility of the status of grant activities. (15%)
Monitors correspondence, issues, and action items to facilitate timely responses and resolution of issues, including processing Open Records requests, with a focus on superior customer service and responsiveness. (10%)Reviews, verifies and maintains solicitation documentation to ensure accuracy, completeness, and compliance with legal requirements, record and retention laws, HHSC and PCS policies and procedures, and best practices. Maintains organized records for audit and/or operational purposes.. (10%)
Serves as a Procurement and Contracting Services (PCS) representative at meetings related to anticipated or current grant solicitations. (5%)
Performs other duties as assigned, including participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Developer (CTCD) certification must be obtained within six (6) months of hire.
Knowledge Skills Abilities:
Knowledge of grant laws, requirements, applicable guidance, methods and procedures.
Knowledge of purchasing and procurement methods and procedures.

Initial Screening Criteria:
Three (3) years' experience in grant solicitation development and/or management, procurement, or contracting.
Prefer experience with grant solicitation development practices, statutes, rules and regulations.
