Brief Job Description:

The Texas Health and Human Services Commission (HHSC), Advisory Committee Coordination Office (ACCO), seeks a qualified candidate for the ACCO Facilitation Services Coordinator (Program Specialist VI). Under limited supervision, this position performs highly advanced consultative, and program coordination work supporting Health and Human Services (HHS) programs and associated advisory committees.

This position serves as a subject-matter expert on advisory committee operations, stakeholder engagement, and providing technical support while ensuring that all advisory committee activities are executed accurately, on time, and are fully documented to support compliance and transparency, .

The Program Specialist VI works with considerable latitude for the use of initiative and independent judgment. 

 

Essential Job Functions (EJFs)

Advisory Committee Operations and Governance (60%)

Coordinates and provides advanced operational, logistical, and governance support for HHS in accordance with the Texas Open Meetings Act, pursuant to statutes, HHSC policies, and enterprise governance standards.

Leads the planning, scheduling, and coordination of virtual and in-person meetings, including agenda development, preparation of supporting materials, and coordination of required logistics to support full participation for committee members and the public. Identifies and resolves issues related to access, accommodation, and participation to facilitate effective stakeholder engagement in collaboration with program liaisons. Provides training to advisory committee members and program liaisons.

Coordinates with the program liaisons to ensure the timely and accurate posting of all advisory committee documents, distribution of invitations, and dissemination of official communications occur within the required timeframes, to include record keeping of official meeting records, including minutes, procedural manuals, templates, and historical documentation, to ensure compliance with HHSC records retention requirements and audit standards.

Assist in the development and maintenance of training manuals, policies and procedures, and advisory committee bylaws. May assist with the solicitation, review, and appointment process for members appointed by the HHSC Commissioner.

 

Communication and Outreach (35%)

Fosters strong sustaining partnerships with both internal and external stakeholders by providing excellent customer service. Creates and presents high-quality presentations, briefings, written reports, and technical assistance materials addressing ACCO and advisory committee activities.

Participates in cross-training activities to ensure the goals and outcomes of the ACCO are met. Collects, analyzes, and prepares information in response to requests for information. Conducts research on current facilitation best practices.

Consults with HHSC management and program staff who utilize services to identify training needs, resolve problems and discuss program effectiveness.

Proactively identifies potential risks, barriers and compliance concerns related to committees and other meetings. Communicates concerns to Director and reports on meeting (readiness, execution, and outcomes) status in a timely manner. Helps develop, evaluate, and continually improve communication with internal and external customers.

Prepares executive-level summaries, legislative reports, and leadership analyses to clearly communicate program status, identify emerging issues, and outline policy implications.

 

Other Duties as Assigned (5%)

Performs other duties, as assigned, to support ACCO program priorities.

Attends work on a regular and predictable schedule in accordance with agency leave policy.

Experience with parliamentary law and procedure preferred.
