Brief Job Description: 

The Director of Supply Services is a high-level position reports directly to the Deputy Associate Commission – Facility Operations Support. and has extensive latitude for independent judgement. Position is required to perform Directorial leadership to a large department that has oversight of 19 Warehouses serving 23 State Operated Facilities throughout the state of Texas, 80 FTE's and approximately 50 million dollars of products on an annual basis. Represents Supply Services in meetings, hearings, conferences and seminars, boards, panels and committees; communicates verbally and in writing on a complex level with others including executive leadership and stakeholders (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints. Assigns, reviews, and approves management activity, financial reports and studies; directs, develops, evaluates, and provides approval for activities including developing, reviewing, monitoring, and managing budgets; initiates procurement activities. Position requires extensive travel within Texas.

This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need. 

Essential Job Functions (EJFs):

Represents the division in a leadership capacity on complex activities which include establishing and maintaining the agency's warehousing and receiving system in compliance with applicable state and federal laws and regulations and assuring that the department develops appropriate contract documents and works to coordinate efforts with the procurement division. Overall responsibility for the activities within warehouses in support of State Operated Facilities. (40%)

Assigns, reviews, and approves management and staff productivity, financial reports and studies; directs, develops, evaluates, and provides approval for budgets including developing, reviewing, monitoring, and managing budget; initiates and approves procurements activities. (20%)

Leads and participates in cross-functional teams and workgroups. Responsible and accountable for continuous improvement of customer services levels and executing the area's goals and guiding principles. Works to ensure continuous services without interruptions, reduce loss and claims, both employee and at stock levels. Prepares, edits and participates in presentations up to and including legislative testimony. (20%)

Provides complex technical assistance to others (for example, staff, contractors, other organizations) on policies, procedures, rules, regulations, standards, or warehousing system requirements. Works extensively with executive level staff within IT, HHSC, HSCS, SH, SSLC and Business Operations staff on many issues including creation and testing, roll out and training on new systems, forecasting requirements, needs, supplies, researching alternatives to systems, issues, supply needs and acts as owners representative with these internal and external partners. (20%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Knowledge of state and federal laws and regulations governing procurement, warehousing and food storage, continuity of operations and emergency management; and of the principles and practices of public administration and management.

Ability to:

Ability to direct and organize program activities.

Ability to travel, respond in the event of emergencies of disasters in a leadership capacity.

Ability to establish and evaluate program policies, budgets, procedures, goals, and objectives that support the overall business strategy.

Ability to identify problems, evaluate alternatives, and implement effective solutions.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

At least 10 years experience leading multiple warehouses simultaneously in support of healthcare and business operations.

Graduation from an accredited four-year college or university with major coursework in Supply Chain Mgmt, Business Administration, Business Mgmt, or Purchasing, Procurement and Contracts Mgmt is generally preferred. Experience and education may be substituted for one another on a year for year basis.
