Brief Job Description:
The Director of Development & Technology is accountable to the HHSC Director of Social Services Applications (IT-SSA). This position is responsible for implementing and managing critical software applications including the Texas Integrated Eligibility Redesign System (TIERS) and the related Eligibility Supporting Technologies application portfolio. These systems are used to process applications and determine eligibility for over 60 types of food, cash assistance, medical, and community care services to Texans in need.
The position is responsible for overseeing the design, development, and implementation of software solutions within IT-SSA. This role involves managing software development teams, ensuring the quality and efficiency of software projects, and aligning software development efforts with the agency's overall business and technical objectives. The Director plays a critical role in driving innovation, product development, and technical excellence. The role is instrumental in ensuring that IT-SSA remains strategically aligned with the Agency's vision and IT SSA's Technical Roadmap.
The role demands a strong background in software development and a proven history of successful leadership of large teams. This position works under limited direction with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Oversee the strategic direction and implementation of IT-SSA application development and modernization with the intent of implementing the agency's goals and objectives. (25%)
Oversee all IT-SSA software development activities, including design, coding, test automation, CICD development and deployment. Coordinate with internal teams and external partners to ensure successful delivery of technical solutions. (25%)
Oversee technical strategy and design of software systems, guiding development teams, defining architectural standards, and ensuring solutions align with agency business goals and technical best practices. (20%)
Foster a culture of continuous improvement within the application architecture and software development teams. Stay current with emerging technologies and industry trends to drive technological advancements. (15%)
Mentor application architecture and software development teams to improve performance and technical excellence. Ensure the software development team has the skills and resources necessary to support the Agency's objectives. (10%)
Collaborate with the HHSC IT operations teams to develop and manage strategic initiatives. Establish and maintain strong relationships with external partners and stakeholders to facilitate collaboration and drive strategic partnerships. (5%)

None.
Initial Screening Criteria:
A degree from an accredited college or university with major course work in computer science, computer information systems, or management information systems is preferred. At least 10 years of experience leading IT teams in lieu of education would be acceptable.
Candidate has a minimum of five (5) years of experience in technical management.
Candidate has a minimum of three (3) years of experience with Agile development methodologies.
