Job Description:

 

Procurement and Contracting Services is looking for a Director IV.

 

Under the direction of the Associate Commissioner of Procurement and Contracting Services (PCS), the Director will be dedicated to large procurement and grant project coordination including procurement and grant solicitations related to the Rural Health Transformation Program funding received through Public Law 119-21 (One Big Beautiful Bill Act). 

The Director will develop and implement the solicitation development processes for large projects that cross the Procurement and Contracting Services division. The Director will provide highly advanced (senior-level) management, leadership, and technical expertise and guidance for Health and Human Services (HHS) solicitation activities. The ideal candidate has knowledge of federal and state grant and contract requirements and has experience in developing and managing state agency contract and grant program(s) and/or pre-award procurement and grant activities that affect multiple agency stakeholders.

Work involves establishing strategic goals and objectives related to procurement and grant functions and oversees solicitation activities, ensuring compliance with state and federal laws and HHSC policies and procedures. Establishes priorities, standards, and measurement tools for determining progress for meeting goals. Plans, assigns and oversees the work of others. Trains others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state and federal purchasing.

 

Essential Job Functions:

 

Develops, revises, and/or implements contract and grant solicitation requirements, processes and best practices that conform to federal and state requirements. Responsible for coordination and successful and timely administration and oversight of procurement and grant solicitations related to large projects such as the Rural Health Transformation Program funding.  Works in close coordination with agency management throughout the procurement and grant development life cycle to ensure the successful solicitation and award of federal and state grants. (20%)

Provides technical and operational guidance to the agency, including legal and program staff where appropriate, to ensure large solicitations are issued in a timely, efficient, and ethical manner and in accordance with state and federal laws. (20%)

May direct the preparation, development, review or revision of legislation or other requirements; may participate in establishing the agency's position regarding legislative, administrative rule, or other applicable guidance impact; assists with planning and executing legislative implementation. (20%)

Assist at the negotiations stage of the procurement and/or grant process to ensure state and federal requirements are met and resulting contracts meet the advertised procurement objectives; may serve as liaison with the legal division on legal issues; assists with review and revisions of solicitation templates. (15%)

Hires, manages, and develops staff. Identifies staff development and training needs and consults with appropriate team members in developing training curriculum that incorporates the various requirements and customer service. (10%)

Represents the agency at business meetings, hearings, conferences, and seminars and on boards, panels and committees as a part of system-wide grant solicitation and procurement activities. (5%)

 

Registrations, Licensure Requirements or Certifications:  

 

Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire. Dual CTCD/CTCM certification preferred.   

 

Knowledge Skills Abilities:

         

Knowledge of and skill in implementing Federal and grant laws and regulations, including 2CFR200, the State of Texas Procurement and Contract Management Guide, and Texas Grant Management Standards.

Ability to work effectively as part of a team and to establish and maintain professional and productive working relationships.

Ability to prioritize, schedule, manage multiple tasks and issues simultaneously.

Strong skills in using personal computers and applications such as spreadsheets and databases and other software systems used in the Procurement fields.

Ability to establish and evaluate program policies, procedures, goals and objectives that support the strategic plan.

Initial Screening Criteria:

 

Five years' experience with state or federal grant solicitation development or grant management practices, statutes, rules and regulations.

 

Preferred Qualifications:

 

Graduation from an accredited four-year college or university – preferred not required.

Three years' experience managing staff.

Legal degree or experience working with legal personnel.
