Under the direction of the Associate Commissioner for Child Care Regulation (CCR), the Deputy Associate Commissioner (DAC) for Regional Operations participates in the development and communication of the strategic direction for Child Care Regulation (CCR) and effectively communicates the Regulatory Services Division (RSD) vision to Health and Human Services Commission (HHSC) leadership, staff, providers, elected officials, and other stakeholders. The DAC is responsible for providing oversight and directing the regional field operations of the Day Care, Residential Child Care and Heightened Monitoring programs. The DAC provides leadership and management of a delicate field monitoring system and one that must ensure the health, safety, and well-being of children receiving services from child-care facilities. This position is responsible for providing a fair and transparent regulatory structure that promotes health, safety and well-being of children and youth receiving services within regulated child-care operations. The Deputy Associate Commissioner leads the department with integrity and transparency and works closely with the Associate Commissioner and other levels of RSD leadership, to ensure proper communication. This position is responsible for identifying risks and areas for Regulatory Reform within regional field operations. The Deputy Associate Commissioner must understand regulatory best practices, possess a demonstrated ability to work with other regulatory programs and other agencies, and skill in implementing innovative approaches that provide quality, consistent, efficient, and accountable regulation of child-care facilities. This position will travel to each district on a quarterly basis and is responsible for observing inspections and investigations of regulated facilities to ensure proper application of state and federal regulations. This position has extensive latitude for the use of initiative and independent judgment and must be able to effectively communicate with HHSC leadership and staff.

 

This position may include some telework, but the position is housed in Austin. Applicant is expected to travel to the Austin area as needed to support the CCR business need.

 

 

Essential Job Functions:

EJF 1 –Oversees and manages resources of the department to achieve goals and objectives in a fiscally responsible manner. Provides effective leadership, management, and oversight to the Directors of Field, Regional Directors, and Managers in the field for day care and residential child-care teams within Child Care Regulation. Accountable for efficient and effective field operations by ensuring staff are properly trained. Must develop strategic techniques to maximize productivity and work quality. Provides leadership to the field operations leadership team and monitors progress in achieving desired results. Manages and develops staff by reviewing performance data, staff consultations, training and performance appraisals. Responsible for selection and hiring, assigning work, recommending personnel disciplinary actions, and scheduling and approving leave. (30%)

EJF 2 - Plans, implements, and administers diverse inspection and investigation programs to meet agency objectives including making major program management decisions impacting statewide agency operations, other state agencies and large numbers of stakeholders and agency resources. Reviews and evaluates impact of proposed federal and state laws on program operations. (30%)

EFJ 3 – Sets expectations and monitors Child Care Regulation performance to ensure regional field operations function in a manner consistent with federal and state regulations, agency policies and procedures, and the RSD guiding principles. Anticipates new or changing statute and coordinates with internal stakeholders to develop strategies to address changes. (20%)

EFJ 5 – Leads the development of partnerships with internal and external stakeholders. Promotes partnerships by encouraging stakeholder collaboration and participation in opportunities to define desired outcomes for Child Care Regulation. Responsible for responding timely to provider concerns and encouraging regulatory provider engagement. Work toward achieving regulatory reform desired goals and objectives. (10%)

EJF 6 – Represents CCR and makes presentations, provides information, or testifies to legislative offices or committees, other state and federal agencies, and other organizations regarding division programs and services, and performs other duties as assigned. (10%)

Initial Screening Criteria: 

Bachelor's degree from an accredited college or university.

Experience in public administration or in a government regulatory field.

Experience managing complex projects and initiatives impacting multiple units, departments, or divisions; minimum of 5 years of experience in an operational/administrative management role directing professional staff; experience directing and managing staff distributed across multiple geographic areas is preferred.
