Job Description:
The Accounting Operations Support and Oversight Deputy Director reports directly to the HHSC Accounting Director and is responsible for providing senior-level managerial leadership to the following teams: Accounting Operations Support, Reporting and Security, Post Payment Oversight, Job Skills Development, and TINS/Warrant Processing. The role oversees the development of the accounting business plan, synchronization of the accounting year-end close/open process, and provides supervision over process improvement initiatives within the department. Additionally, the Deputy Director serves as the audit coordinator for the Accounting Department and ensures adherence to all applicable rules, regulations, policies, and statutes. This position supports the Accounting Director in guiding the agency's financial strategic planning and represents both the agency and the DCFO/Accounting Director in delivering presentations and sharing information with state and federal agencies, as well as other organizations on departmental financial matters and programs. Collaboration with cross-functional teams is essential to identifying opportunities for process optimization and integrating new technologies. This role is integral to risk assessment and mitigation efforts associated with departmental operations and promotes a culture of accountability and transparency across the financial management structure.
Essential Job Functions:
• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
• Provides vision, leadership, strategic direction and guidance in an array of highly advanced and complex accounting functions, including but not limited to vendor management, warrant distribution, post payment oversight, department performance reporting and automated system operations. 20%
• Plans, develops and documents the department's Annual Business Plan, in collaboration with other department areas. Directs, monitors and reports on department operational improvement initiatives and Accounting CFO Business Plan performance measures. 20%
• Plans, develops, evaluates and implements accounting policies for Operations Support and Oversight in accordance with GAAP/GASB and applicable state and federal rules, regulations and agency policies. 20%
• Directs the completion of all agency Operation Support and Oversight functions pursuant to requirements developed by the Legislature, the Comptroller of Public Accounts and regulations defined by the agency's federal partners. 20%
• Facilitates the department Federal and State audit activities and serves as the Accounting Audit Coordinator.15%
• Performs other duties as assigned. 5%

Initial Screening Criteria
Bachelor's degree from an accredited college or university or the U.S. equivalency with major course work in accounting, finance, business administration/management or a related field plus five (5) years progressively responsible experience in accounting related work.
Must have at least five (5) years of demonstrated and progressively responsible managerial experience. Graduate level education in above baccalaureate degree fields may be substituted for experience on a year per year basis.
(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.) Substitution Note: Additional work experience may substitute for the Bachelor's degree on a year for year basis.
Accounting experience in State Government is perferred.
Experience in USAS, CAPPS-Financial or PeopleSoft is preferred.
Experience utilizing and managing SharePoint sites preferred.
Experience as a project manager preferred.
