Brief Job Description:

The Database Analyst (Systems Analyst VI) focuses on Oracle database administration and development functions in support of web-based applications used statewide in various stages of design, implementation, enhancement, and maintenance. Work involves automating processing, troubleshooting, customer support, SQL performance tuning, planning, analyzing user requirements, procedures, and problems to maintain existing functionality as well as programming to implement new functionality on existing systems. The position will provide solutions for critical cross-agency business process analysis projects for Health and Human Services Commission (HHSC) agencies, as well as perform analysis and development of complex business processes through proven or creative system solutions. Work is performed in an Agile environment and creativity is encouraged. Mentorship of junior team members will also be a key requirement of this role.

The Database Analyst reports to the HHSC IT Admin Applications Director of Application Development.

Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Essential Job Functions:         
    
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policy and performs other duties as assigned.

Oversees the architecture for HHSC IT functional projects that support internal and external processes, functions and operations, upgrades, patches, statewide and interagency interfaces, state and federal audits, data analysis applications for integrated systems; manages work plans, schedules, daily project tasking as well as overall system design. (30%)

Provides senior level analysis of and advanced Oracle database administration functions for highly integrated and complex systems used for, administrative data, cross-agency business processes, and functional requirements for HHSC agencies and other state and federal partners to meet strict mandates. May perform advanced level Crystal Reports Development and/or Business Objects Universe maintenance by consulting with the users to gather information about program needs, objectives, functions, features, and input-output. Converts information gathered from clients into functioning solutions. (30%)

Leads the development of functional specifications of enterprise business processes, fixes and enhancements for Commission IT applications. (20%)

Leads the work efforts of functional analysts/developers to accomplish system design needs, development, implementation, SQL performance tuning, debugging, performance enhancement and ongoing system maintenance. Provides technical oversight and mentorship to junior team members. (10%)

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with HHSC agency project managers and subject matter experts to resolve issues or potential issue while promoting adherence to sound development standards and solution. (10%)

Knowledge Skills Abilities:          

Knowledge of Software Development Lifecycle (SDLC) process for report development.
Knowledge of industry standards for databases such as Oracle and/or SQLServer.

Initial Screening Criteria:            
Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field is preferred. Equivalent experience may be substituted on a year-for-year basis.

Minimum of 8 (eight) years of experience working with large data sets in an Oracle environment.
Minimum of 8 (eight) years of experience programming - writing complex stored procedures using SQL.
Minimum of 8 (eight) years of experience in database design such as Queries, Cursors and Triggers.
Minimum of 5 (five) years of experience supporting, maintaining and monitoring of multi-tier, mission-critical Enterprise systems.
Minimum of 5 (five) years of experience SQL performance tuning in Enterprise Oracle databases.
Minimum of 5 (five) years of experience with Software Development Lifecycle (SDLC) process, coding standards, change control, and version management.
Minimum of 2 (two) years of experience with Agile methodologies – (Scrum, for example).

Preferred 8 (eight) years of experience as a senior Oracle database administrator.
Preferred 2 (two) years of experience with GoldenGate 11.x or above.
Preferred experience with OEM and RAC.
Preferred experience with Crystal Reports.
Preferred experience with Business Objects.
Preferred experience with Web Intelligence Reports.
