The Opportunity: To drive excellence within the Contract Administration and Provider Monitoring Office (CAPM) Open Enrollment Contract and Operations (OECO) team in support of HHSC Medicaid/CHIP Services Department's jointly funded state and federal healthcare programs that serve more than 4.7 million Texans each year. As a single state agency designated to administer Medicaid, HHSC sets policy, determines client eligibility, oversees provider and health plan contracts, and submits Medicaid State Plan amendments and waivers to the federal Centers for Medicare and Medicaid Services.
The Contract Specialist II for CAPM, provides contract administration and management, and administrative support for the Waiver Program Enrollment (WPE) and Operations teams within CAPM. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Provides administrative support to the OECO Director and Waiver Program Enrollment (WPE) Manager including tracking of projects, drafting reports, recording meeting minutes, mail processing, and schedule management. (30%)
Assists the WPE team with contract administration and management functions including coordination, collaboration, and consulting with staff in planning, implementing, and documenting contract administration functions for the team, and provides technical assistance as directed. (30%)
Assists with data entry requirements, and with the collection, organization, and preparation of materials in response to requests for documents, reports, data, and technical assistance. (15%)
Assists with researching program or policy issues. Gathers and assembles information summarizing key facts and providing supporting source documentation. (10%)
Tracks, monitors, plans, and coordinates activities to ensure deadlines and requirements are met. (10%)
Serves as the backup for the travel coordinator to manage travel documents, bookings, credit card authorizations, and reconciles budget and account statements. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of basic office practices and administrative procedures.
Knowledge of basic customer service principles.
Skill in reviewing documentation for completeness and accuracy.
Skill in handling multiple assignments.
Skill in the use of basic mathematics.
Skill in the use of windows-based personal computers and the Office software suite such as Excel, Outlook, and Word.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, unless otherwise approved by Supervisor.
Initial Screening Criteria:
Highschool diploma or equivalency; One year of public sector contract administration, management, or support experience (Two years of undergraduate education with a focus on Business Administration, Government, or Public Administration may be substituted for experience; transcripts required); One year of work, volunteer, or intern experience providing administrative support in a professional office environment.
