The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Content Developer (Program Specialist IV) position within the Office of Access and Eligibility Services (AES). The Content Developer:

  • Reports to the Content Development Manager in the Office of Learning and Professional Development (OLPD) section in AES. 
  • Performs highly complex (senior level) consultative services and technical assistance work.
  • Develops advanced educational programs in support of:
    • Texas Works (TW)
    • Medicaid for the Elderly and People with Disabilities (MEPD)
    • Community Access
    • Strategic initiatives and other special projects as assigned
  • Implements and evaluates initiatives and special projects under the AES Deputy Executive Commissioner including for example: AES State and Regional Operations, Contract Operations, Leadership, Policy and Quality.

Summary
This role plans, develops, implements and evaluates agency training programs, initiatives and special projects.

Responsibilities include:

  • Develop and maintain training content, support eligibility system releases, contribute to special projects and assist with other needs as assigned.
  • Coordinate with program partners to plan projects and develop blended learning solutions including eLearning, classroom training, videos and webinars.
  • Perform training needs analysis and determine effective instructional methods and delivery formats.
  • Manage work on multiple assigned projects and deadlines.
  • Create interactive knowledge checks, quizzes, activities and exercises.
  • Develop and validate software simulations for agency systems as needed.
  • Support in resolving curriculum and technical issues.
  • Use specialized software and technology to produce training products while working under limited supervision with moderate independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Designs and develops educational materials for Eligibility Operations and Community Access and Services using adult learning theory and systematic processes such as ADDIE. Creates instructor-led training, webinars, eLearning solutions, job aids, and performance support tools for AES strategic initiatives, new employee training, ongoing skills development, TIERS system updates, policy changes, new program launches and required revisions. Guides staff in adopting new methods and procedures through effective training materials. 25%

Coordinates and collaborates with project stakeholders and internal partners to identify innovative and effective solutions. Leads or participates in the development of content design documents to outline instruction, assessment, evaluation, and implementation strategies for the AES Eligibility Operations, Contract Operations, Integrity Support Services, and Community Access workforce. 20%

Uses multiple technologies such as Microsoft Office Suite, Adobe, Articulate Storyline, text to speech and video software to develop Instructor Led Training (ILT), blended learning, web-based or eLearning solutions for AES Eligibility Services and Community Access. 20%

Works with area management to design methods for evaluating educational products, including formative and summative assessments. Collects, analyzes, and organizes materials for reports. Reviews service delivery methods and outputs to identify skill gaps and suggests improvements. 10%

Communicates effectively with team members, subject matter experts, and other stakeholders by developing and maintaining relationships using established communication tools and processes. Works with program team members to determine training needs to address trends identified and resolve technical problems with online training materials and learning management system.10%

Stays abreast of current agency processes; assess and analyze immediate and emerging educational needs for eligibility workforce and others, as appropriate. Maintains liaison with program management to coordinate the development, effectiveness and use of printed and web-based products. 5%

Formulates and recommends policies and procedures for educational design, development, implementation and evaluation to OLPD management for ongoing program and process improvement. 5%

Represents the program area at meetings, conferences, seminars, panels and committees as needed. 5%

  • Identify measures or indicators of program performance and in operating computers and applicable software.
  • Performs as part of a team by contributing to the formulation of short and long-term goals, departmental and work planning, and developing effective communication strategies and relationships with others.

Registrations, Licensure Requirements or Certifications:

 N/A

Initial Screening Criteria:

  • At least 3 years of experience working in programs administered by AES, such as Texas Works or Medicaid for Elderly and People with Disabilities. (Required)
  • Experience applying adult learning principles, practices, and techniques to an Instructor Led, eLearning or a combination within a blended environment. (Required)
  • Experience in performing as part of a team by contributing to the formulation of short- and long-term goals, departmental and work planning, and developing effective communication strategies and relationships with others. (Required)
  • Application shows a willingness to travel up to 25% of the time. (Required)
  • At least two years of professional experience in curriculum development using instructional systems design (ISD) for adult learners. (Preferred)
  • Experience applying MEPD Program policy, including both MEPD Part 1 - Community Based Care programs and MEPD Part 2 – Nursing Facilities and Waiver programs (Preferred)
  • Experience supporting clients or Community Partners with the Your Texas Benefits self-service application (Preferred)
  • Experience developing Elearning and online training using Adobe or Articulate development software (or similar) packages. (Preferred)
  • Experience developing and editing instructional videos. (Preferred)
  • Graduation from an accredited four-year college or university with a bachelor's degree. (Preferred)
