The Program Supervisor I (Client Worker Program Supervisor) perform routine (journey-level) administrative and supervisory program work and is responsible for the daily operation of the Client Worker Program. The Client Worker Program Supervisor assists in developing, maintaining, and deploying specific work processes and competencies to assure an effective Client Worker Program and evaluates the success of the program. Supervises job coaches and other staff as needed. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

 

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Essential Job Functions (EJFs):

 

Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

 

Supervises job coaches (and other staff as needed) to ensure a clean, safe, and inviting environment. Responsibilities include, but are not limited to, reviewing applications, interviewing candidates, selecting and hiring potential employees, scheduling and assigning workload, establishing performance measures, evaluating work performance, providing feedback and guidance, recommending staff development and training, recommending personnel and disciplinary actions, scheduling and approving leave, ensuring assigned staff participate in mandatory training.

 

Trains, maintains, and deploys a program workforce that reflects skill and competency in the provision of high quality, recovery oriented, trauma informed, patient centered care that prepares patients for healthy living in the least restrictive environment. Ensures CWP staff receive training to operate vehicles and equipment (e.g., Forklift, Paper Shredding, Boxes and Paper Baler, Lawn Equipment, Buffers, Computers, Trucks, Vans and Bus).

 

Attends and participates in the hospital quality assessment performance improvement program by assisting with gathering data and preparing reports on the effectiveness of the program. Serves on other committees and workgroups as requested.

 

Assists with the implementation and evaluation of the Client Worker Program, ensuring compliance with The Joint Commission (TJC) standards, Centers for Medicare and Medicaid (CMS) conditions of participation, Texas Administrative Code (TAC), and the rules and regulations of the Agency and state hospital system.

 

Assures that patients' cultural and other special needs are formally addressed so that the patients have the job skills to fully participate in the program. Works with the patient's interdisciplinary team to evaluate the patient's performance in the Client Worker Program.

 

Assists in the development, review, and update of policy and procedure manuals to assure effective communication among program personnel. Ensures patient information (handouts, educational material, electronic media, etc.) is current, recovery oriented, individualized, and adheres to established hospital policies and procedures. Utilizes feedback from patients (i.e., Patient Satisfaction Survey) to improve services.

Registrations, Licensure Requirements or Certifications:

 

Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

 

CPR certification or the ability to obtain CPR certification within the first 30 days of employment.

 

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university with major course work in Mental Health, Psychology, or Social Services.

 OR

Associate degree in Mental Health, Social or Human Services and a minimum of twenty-four months experience in a mental health facility setting required.

OR

No degree and a minimum of four years of experience in a mental health facility setting required. 

 

Three years of experience in a mental health facility required.

 

At least three (3) years' experience supervisory, coordinating, or managing patient/staff activities in a mental health setting.

 

Three years of experience with program development preferred.

 

Additional Information:

 

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

 

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

 

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

 

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. Vaccines may be provided. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
