Accommodation Coordinator (Program Specialist VI)

The Program Specialist VI - Accommodation Coordinator - is selected by and reports to the Civil Rights Manager over the Reasonable Accommodation Request Teams in the HHSC Civil Rights Office. The Accommodation Coordinator performs highly advanced and specialized consultation in planning, developing and administering civil rights operations in compliance with applicable state and federal laws such as Americans with Disabilities Act, the Pregnant Workers Fairness Act, Civil Rights Act, Texas Commission on Human Rights Act, etc., and Health and Human Services Commission (HHSC), Department of State Health Services (DSHS), and Department of Family and Protective Services (DFPS) policies and regulations. 

The Accommodations Coordinator conducts research, evaluation, managerial consultation, and project management work, especially relating to employment issues including reasonable accommodation requests, religious accommodation requests, investigations, management advisory groups, and customized training. Provides technical consultation, advice and counsel to employees, managers, and executives. Perform duties with limited direction with extensive latitude for judgment and initiative. Develops, researches, and analyzes complex program and management policy issues and initiatives; identifies need for new or revised programs, policies, and procedures; and makes recommendations for improvement in the CRO. Establishes goals and objectives; takes leadership role in assignments and special projects; coordinates and conducts mediations; and prepares resolution agreements. Work includes investigating and preparing detailed reports including findings and recommendations. Plans, assigns, and coordinates the work of other civil rights staff including mentoring and training staff. Oversee the completion of management reports and recommend appropriate changes. Works under general supervision, exercising considerable independence.  Other duties as assigned. Travel.

Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

  1. Develops, implements, and manages projects and assignments related to Civil Rights Operations, including reasonable accommodations, religious accommodations, investigations, management advisory groups, mediations, and training. Provides leadership, consultation, direction, guidance, and quality review to civil rights staff on assignments and/or projects related to Operations. Collaborates with HHSC, DSHS and DFPS agency and division staff, managers, the public, advocacy groups, and external compliance agencies.
  2. Provides programmatic direction for developing, implementing, and monitoring civil rights policies and procedures. Establishes goals, objectives, priorities and standards for projects and initiatives. Oversee workgroups and meetings related to program oversight, research, analysis, and evaluation functions.
  3. Provides highly advanced research, analysis and evaluation on complex program and policy issues and initiatives related to civil rights, i.e., Management Advisory Groups. Develop and interpret civil rights policies and procedures. Identifies need for new policies and procedures and recommends improvements to existing policies and procedures.
  4. Oversee the completion of management reports, monitor required performance reports and recommend appropriate changes. Prepares and approves written project updates, executive summaries, administrative reports, policies, procedures, correspondence for Civil Rights Manager/Operations Director and other documents.
  5. Monitors and analyzes federal and state legislation, regulations, court decisions, and initiatives relating to civil rights and HHS/DFPS policies and programs and recommends appropriate responses.
  6. Represents Operations Director or Civil Rights Managers at internal and external meetings and/or in leading projects.

Knowledge, Skills, and Abilities (KSAs):

Graduation from an accredited four-year college or university with major course work in a field relevant to position is generally preferred. Experience in a relevant field may substitute for education.

Knowledge Of:

  • Applicable federal and state employment and civil rights laws and regulations.
  • HHS and DFPS policies and programs; state and federal laws and regulations relating to HHS and DFPS programs; and State of Texas legislative processes and initiatives.
  • Principles and practices of public administration and management.
  • Program planning and implementation.

Skill In:

  • Strategic planning and executing and evaluating complex programs, rules, regulations, policies, and procedures.
  • Performing research.
  • Analyzing and evaluating complex program and policy issues.
  • Project management.
  • Interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of stakeholders within and outside of the HHS Enterprise.

  • Conduct investigations include knowledge of investigative methodologies, researching, organizing, and analyzing information to form hypotheses and findings.
  • Gather, assemble, correlate, and analyze facts to devise solutions to complex problems, and to prepare concise reports.
  • Develop and evaluate administrative policies and procedures and devise solutions to administrative problems.
  • Manage projects and program activities and plan, assign, and coordinate the work of others.
  • Establish goals and objectives, and develop schedules, priorities, standards, and evaluation activities.

Initial Screening Criteria:

  • Bachelor's degree from an accredited college or university. Relevant education and work experience can be substituted for one another on a year-for-year basis.
  • Experience in reasonable accommodations, civil rights, military equal opportunity, human resources, employee relations, management, ombudsman, title IX, inspector general or law enforcement investigations.
  • Experience conducting investigations, including knowledge of investigative methodologies; researching; interviewing relevant individuals; analyzing information and evidence; forming hypotheses, and generating a report of findings.
  • Experience in problem solving, mediation or conflict resolution.
  • Experience communicating effectively orally and in writing, including training or presenting information.
  • Experience managing or mentoring other staff or assigning, coordinating, and evaluating the work of others.
